What Disease Does My Betta Have?

Well Tuna, my silver male (I had him examined) is down with something and I cant figure it out.

At first I thought it was fungus from there I thought it was fun rot, now I am thinking it is ich.

Photos are nearly useless as there are very few visible signs that you would consider signs for a disease.

I started medicating with all purpose medicine 4 days ago.

Symptoms and things in the tank

1) became lazy and wasn't really eating
2) had two white flakes near under his jaw (close to beard)
3) little white flakes all over the plants (reduced after water changes)
4) his fins look "wrinkly" and out of shape
5) his part of his pelvic fin broke off one side (long stringy thing)
6) Clamped fins
7) One of the plants became white with mold like thing, I ripped it out (white and fuzzy along the stem)
8) he had been flashing (scratching) and darting accross the tank
9) I SEE NO POOP!! I only saw what I believed was poop once. Am I missing it or is he not pooping? I have now spotted some poop but its orange and white

With the treatement he is more active and has started to show off his fins though something still is wrong and I would like to know the root of this

Another one of my bettas has white bits as well now after I used the same water pump (RINSED WITH CHLORINATED WATER BETWEEN USES). He is being medicated as well though fins etc are fine.

How do I know the tool is safe?

Thank you very much in advance! I really want to move him to a bigger tank but not if he is sick :(
 
Can you test the water for, nitrite,nitrate,ammonia and ph?

I have tested and he went through both the Ammonia and Nitrite cycle, the tank is now cycled though.

He is silver so white spots would be very hard to spot in the case that it is ich but I still cant find any.
