For a betta who's fins are growing still, are the tips supposed to start out black or clear/white?

Usually clearish/white with no fluffyness or redness, just smooth re-growth ( though the shape may not be as good as it originally was and the bettas tail/fins may look a bit wonky) . Black and raggedy is more likely fin rot.

When my VT healed up after a divider disaster, the regrowth was whitish-clear :) not sure what it looks like in normal growing situation - maybe it colours up after growing?

My betta is young and the tips and small area of all the fins (except caudal) are getting more black added, but I googled and they look exactly the color of a black betta. The area before this is brightly colored with reds, blues, and greens. Perhaps my fish is turning out to be a butterfly color and black just happens to be the color he/she is getting? one point is one color then suddenly turns to another on the same fin, and that's what butterfly bettas have.

This is not my fish but the black on this betta is nearly identical as in mine and same location too.

Hmm I dunno - they have so many colours to them that it makes it all confusing! I know that my oldest betta, a red/blue CT, has black tips to each ray. It's never progressed (he's had it from when I bought him) and I keep good water, so have put it down to just his colouration. I'm sure if it was serious I'd have seen a decline in 18months!

I guess just keep an eye on him and see what happens :)
