I've been reading a lot about fin rot, and it seems that it involves the discoloration of the ends of the fins. Jack's fins arent discolored, but rather it looks like chunks were torn off. His tail also seems to be growing back, like I said in my last post. Can somone clear this up for me?
I'm not sure if what I am doing is necessarily cycling, but I just want to get rid of the ammonia. I dont know why our tap water has it at all,
so I am assuming my mother called the city to add it so Jack would die sooner. 
Anyways, if anyone could clear up my fin rot question that would be great!!
