Weird Cottony Growth?

Hey everyone!
Was feeding Oliver today and noticed that there is a tiny cottony growth on his left pectoral fin and his right pelvic fin. I have no clue what this is and it wasn't there yesterday.... Any help?

Sorry the pics are low quality, he wasn't behaving for pictures and the water is cloudy for some reason.. (If anyone has an explanation as to why that is I would be delighted, it just suddenly got cloudy and water changes aren't really helping.)

Hard to see but if it looks cottony its probably fungal, I would treat him with some anti fungal meds , how often are you changing your water? do you have a filter? if you do you need to remove the carbon pad before treatment

The tank is 5 gallons, I change my water 1-2 times a week. It is filtered. In the tank is Oliver, 2 corydoras (Leopard and Panda) and a clown pleco I rescued from a friend who was going to dispose of him when she moved out of her apartment.. Hopefully I will have a 10 gallon set up as well next year and will move the pleco into that.
 
I had a similar problem with my betta are those 'spots' on the head the same too? I treated with JBL Ektol Crystal which cleared it up and it did a good job.

While it looks like ich there were no ich symptoms lick rubbing etc and the spotty bits were too fuzzy I think.

The spots on the head were just bubbles, but the pictures you have of the fins look similar to Oliver's issue.

I just had to separate him into a heated 1 gallon bowl because he started to wedge himself into nooks and just sit there, listless. I'm growing more and more concerned. I threw in some Jungle fungus eliminator which I think will help if his issue is indeed fungal...
 
Ah those pics are better looks like white spot you need to get some topical treatment for him lots of people on here have white spot troubles at the moment but most of their fish have recovered well so dont worry

Ah I see if he looks like those pictures its white spot, if its cottony its fungal I have heard that jungle fungal is a good treatment so keep treating with that :good:
