Water Test Are They Acceptable

Here are my latest test results are they acceptable
Ph 7.5
Ammonia about 0.4 witch is decreasing
Nitrite 0 to 0.1
Nitrate average 0.4
It is medium planted and medium stocked aquarium
Iv read that these should all be 0 but this seems the best I can get im doing weakly water changes and ever thing seams fine
i have a filter is 2x of what is needed
 
Ammonia and nitrite should always be 0. Nitrate will never be 0 unless you have a VERY heavily planted tank. I would keep a close eye on your ammonia. Anything over .25 can harm your fish. Have you tested your water source? Mine has a lot of ammonia in it. My tanks will be at 0 before a water change and then after be at 1 or 1.5, depending on how much water I change. My filter takes care of it quickly though. After 6-8 hours, my ammonia is back to acceptable levels and by 10 hours it's at 0 again. If I change water in the morning and test at night, I'm fine.

It seems that you are in a fish-in cycle situation. In that case you need to do water changes big enough and frequent enough to always have your ammonia and nitrite values at less than 0.25 ppm. The size of water change can be determined by simple ratios. If you have an ammonia value of say 0.40 ppm, you need to reduce that value to less than 0.25 ppm. In my tank that would mean an immediate change of at least 50% so that I ended up with about 0.20 ppm, a bit less than 0.25 ppm. After that change I would check daily so that the fish need never see that high a value again.
