Water Hazy Near Surface? (Pic)

Hi All,
 
When i look into my tank  it seems that the water is hazy near the surface where the lights are??
 
Are the lights too powerful? has my water got too much bacteria??

Maybe i am being too picky and should just live with it
 
I have a black background which doesn't seem to help as when i remove it the water looks clearer.
 
its 150 litre tank and I do 2 water changes a week  25%

i think its the black background and the lighting.....

personally, it wouldnt bother me one bit....but its your tank and your money, so your decision to make

Changeing the background wouldn`t realy do much as the light refraction would still be there but it is your tank so it is your choice

thanks guys, i will leave it as it is.
 
ive got a air pump coming this week which should help to agitate the water a bit more,

the bubblier should fix it.. because there is water tension, with the bubblier it will release it and take away the surface look... i had to before.. just popped in a bubblier and boom went away.
 
It could be protein from fish food. It tends to look like oil, More flow at the top of the tank can get rid of it. But it's not harmful.
