Water Flow In My Betta 15 Liter Tank

I have 15liter tank with Betta, i bought the smallest filter i could find in the shops, it is Shark SB-300F, 
but i'm not sure if the current is to strong and how can i be sure of it (it has current only at the water top). I also miss the bubbles my Betta made in my first 5l tank, now becouse of the filter there are no bubbles. I know this may sound stupid but please advice

If you want to lessen the flow put a piece of sponge over the outlet, that should help dissipate the flow

In my tank I point the filter at the heater and the heater breaks the flow just right.

I've got a similar filter in one of my tanks, aim the flow outlet off the back wall of the tank and that should dissipate the current enough .
