I don't know anything about Bret, so I'll stay out of that. I also feel it's wrong for
some of you to call him a "bad person" and then openly admit that you don't know him. It is so unfair to be judged based on the past & based on perceptions. Get to know a person yourself if you want to judge them.
As far as age goes, I do feel that MOST kids under 16 in MOST situations aren't going to be able to properly devote the time, money, effort and maturity involved in spawning Bettas or keeping many. I don't feel that anyone under 16 should have the full responsibility for any animal. My reasons aren't all because of maturity, that is lacking in people of any age. I just feel that being in Junior High and starting in High School is stressful enough and very time-consuming. Not to mention, very few 12 to 14 year-olds have a steady job, none have a car, few have reliable transportation... and breeding/selling/keeping Bettas does cost money, even one spawn. I am 17 myself, and I balance all of my friends, school (college now), my job, my family, other hobbies, my dogs, and Bettas, which is hard enough! I couldn't do it if I didn't have a car to drive 2 hours to get last-minute meds or fry food, or a card to order supplies online, or money to pay for the tons I spend on food and water treatments alone. So, yeah. If you are successfully spawning and under 16, you probably have parents who don't mind spending money on you and you have plenty of time/rides.
OT, but, you're for real 15 Willtang? >

that is awesome. I aspire to raise Bettas like yours, and I'm 2 years older!
