Using Clorox Wipes?

So I have been working on cleaning my tank that I will be using for my betta fish.  I forgot to take the heater outside to clean it with bleach and I also need to clean the lid of the fish tank.  Of course everything is getting a good rinsing and I have some guppy fish to test the water on and make sure there isn't any bleach left (may sound cruel but I'm pretty positive it is safe now). 
 
So back the the heater, can I use clorox wipes or bathroom cleaner to clean off the heater?   The tank previously was home to the guppy fry whose mother had camalanus worms.  The babies show no signs and have been in the main tank with the other fish for quite some time; I believe for about a month or so.  
 
Any thoughts are welcome!
 
 
Also a little side question, can I use regular water dechlorinator to set up my bettas water? 
 
I'm really nervous about bleach, so white vinegar in a solution of ten parts water one part vinegar will do a good job of cleaning things. You can use bleach with little harm, just be sure that you rinse very well. I wouldn't use the Clorox wipes because there are more components besides bleach to worry over.

Standard water dechlor is perfectly fine for betta fish.

If this tank has been empty for a month, you'll need to be sure the filter still processes ammonia.
 
I would recommend hot, very strong salt water for all fish tank cleaning. It kills almost every freshwater parasite and disease (including camalanus) and is not difficult to rinse away, nor will it be toxic if you do leave a little bit behind.
 
Are you talking about aquarium salt or table salt, flutter? I was under the impression that table salt would be a bad thing, but perhaps aquarium salt is good?
 
Table salt will do the job alright. As long as you give whatever it is you're cleaning a really good rinse afterwards.
