Urgent Please Help

I have a male and female apistogramma panduro I got home from work to find them both looking very unwell, they are heavy breathing and are just sort of floating around the tank, I have just done a water test ammonia 0 nitrite o nitrate 20 ppm, all other fish look very healthy and even the panduros have got all their colour, please help

If they've not lost their colour, there can't be that much wrong with them. How long have they been in the tank?

were you using paper strips or a liquid test kit?
