Unsure What This Is?

Hi all,

We just got 3 fantail goldfish last Saturday, and added some hornwort that we bought online a few days later to help control for nitrates. One of the fish got ick (had sand-like white spots on him) shortly after, and we added "ick guard" yesterday and that appears to have eliminated it from him (he's all clear now). The fish didn't overly like the "ick guard" so I'm not doing a 2nd treatment (have ordered some less toxic stuff which will arrive on Tuesday and which I'll use to try to ensure all the ick is gone).

But, one of our fish who's been lethargic since we got him now has white spots hanging off him. It doesn't look like the ick on the other fish, and I can't find anything online that it looks like. I've attached a pic and am hoping someone here can help me identify what is on our fish so we can properly treat him.

Do you see other fish picking on him? Maybe they are bite wounds.  It can still be ich though, do a water change to see if that helps. 
 
How many gallons is the tank please?
Water stats in ammonia, nitrite, nitrate, and ph.
What filter are you using?
 
 
Whitepsot looks like the fish has been sprinkled in salt. The spots will be also a size of a grain  of salt.
The white patches on the fish do they look fluffy like cotton wool.
It looks like in the pic that the water patches are eating the skin away. Is this correct?
Any red or pink areas to the white patches?

The spots were hanging off his tail, not on his tail, and the patches were not eating away at his skin. He did not appear to have any red or pink areas near the white patches. From what I could tell, the only new white patches were the little things hanging off his tail.
 
And re: the tank, fluval c4, 30 gallons, now 2 fish, ammonia = 0, nitrite = 0, and nitrates = below 20
 
Weird, do a water change just in case. Hopefully it doesn't get your other fish and the ich stays away. I'm sorry you lost him, I hate it when my fish die. :(
