What do his gills look like.
Is he trying to jump out of the tank also.

Your tanks abit on the overstocked side.
What filter are you running.

Gills rapidly beating, mouth always open. He's not trying to jump.

Filter is a fluval u3

It's not sounding to hopeful i'm afraid.
Can you increase aeration abit more. Even if you have to drop the tank water level, so the filter outlet hits the water harder.

I doubt it's toxins if only one fish is showing the signs. Same with aeration.
Also I doubt it parasites if there no symtoms of flicking and rubbing, excess mucas, darting.

That leaves, the fish is dying, bacterial.

I'm already creating a tidal wave on the surface, and have an airstone running.

Should I give him till the morning and then help him pass away??

His gill movement seems to have calmed fown but other than that pretty much tge same.

I want to give him time but don't want to lenghten his sufferring
