Unidentified Tiny Plant?

I've got a 20g long aquarium cycling currently, and I just noticed that there's a tiny leaf growing out of the substrate. It's not near any other plants, and it's too small for me to ID it. Is this a common thing for them to just sprout up? I started the thing only about a week ago, so I don't think any plants could have already sent out runners. Any ideas?

Also, there's some jelly-like clear algae stuff in my tank. It's fuzzy-looking, there's like a white center in it. I can't figure out what it is. What is this?

Pics? If the jelly is all white, it could be snail eggs.
