The beta i had returned, and exchanged it for a female gorami, for my male opaline, they said to do this. Now he is bullying her. What should i do?? If i add another gorami or other fish will it hinder or help?

I may be wrong... But I think I remember people suggesting a ratio of 1 male to 3 females so that no one female gets picked on too much.
 
alright , will add another female, if i do that, will i still be able to add more fish in the 25 gallon.
 
Hopefully. Some who knows more about gourami and their requirements will see this and chime in :/

Cant really claim to this but yes, it is recommended most gourami species have a Male:Female ratio of 1:2 at the very least to stop the female in question being harassed with unwanted "love".
Try to make sure sure get a female who looks healthy and is at least the same size or preferably bigger than the male so she can take the attention without too much damage. Try to make sure there is plenty of cover in the form of plants, caves or other such decorations where the females can retire to so they can rest.
