Two New Betta Tanks

A few months ago, I bought a 1 gallon tank, and yesterday I went to petco and chose a tiny female who was on the back of the shelf, and on the bottom of a stack of cups. She has been breathing at the top a bit, which has me a little worried, but she seems fine otherwise. I also found a 2 gallon tank w filter and light for $7, and I picked out a stunning male betta for it.

Bettas do best in at least 5 gallon. It's very risky keeping one in a 1 gallon tank. This is not for beginners, it's for very experienced aquatics. You are going to have to do regular water changes and constantly keep an eye on the water quality by doing water tests often. I would advise upgrading to a bigger tank for both the fish. 
 
I have quite a bit of experience with bettas now. I do plan to divide my 10 gallon betta tank and put the female in there. Right now I have two male veiltails, one male crowntail, and one female veiltail. 
 
Rest assured that I will keep up with my water changes. :)
 
Do they have heaters? If they don't they need to be moved somewhere with one ASAP.
 
Also, you don't want these small tanks because honestly it isn't enough room. I moved a betta from a bowl to a 15g tank and he used the whole thing. Now my betta from my friend went from an 8g to a 15g. I would move them both to a 2.5g minimum, or a 5g. Maybe divide another ten. Those are normally cheaper.
 
The room is hot enough that the tanks are always 78 degrees. The larger tank is 2.5 gallons actually. 
 
78 isn't warm enough. You'll need them at 80 or more. Also, I notice that these are under gravel filters which are very difficult to cycle. Did you cycle them at all?
 
You said it was 2 gallons, which isn't enough. And like it has been said before, bettas are supposed to be at 80-83. I have tail biters and mine was at 85 to prevent infection for a while.
 
I was told in the past that 78 was fine, but i'll invest in heaters. Thanks for the tip ;)
