Cant really notice any white spots on them in the pics, So you may be wasting your time with the heat.
White Spot is really easy to see & it does not look like Whitespot to me, the Neon looks like it has a ragged dorsal & tail fin, Possible nipping going on? Maybe some sort of Bacterial infection, Neons look bit faded too
