I wanna get my background plants bushy again, Red Cabomba, Ambulia Aquatica and Red Myriophilium, they all grow straight up to the surface so fast and I just wondered if I kept the stems shorter and kept them from growing upwards so quick would it promote more leaf growth?

Cabomba is notorious for 'rushing' the surface. Problem is in the wild is grows very very long, the plant doesnt know its in a tank of 20" deep (est) and so it grows naturally how it does in the wild. Alls you can do is trim it and replant it constantly. It will always grow fast and tall i'm afraid.
