Hobart, the green/blue halfmoon male, I purchased about 3 weeks ago with some pretty bad looking fins.  He still has a lot of missing fin but it is growing out. He came with a lot of curl at the ends of his fins as well, which has been getting better slowly, but is there anything I can do for this? I just purchased a "dragon scale crowntail" male (though confirmation of this would help, he seems more like a mix to me) who also has some curled fins as well. I've researched but found a lot of different information, like it will never go back to normal, you should put them in sunlight, treat for fungal infection, etc.

There is not much treatment for curling fins that I have found.  In HMs the heavier fins sometimes tend to curl because they are soo large and heavy that the betta is not able to keep them straight.  Flare training might help to strengthen the muscles that carry the fins but it probably won't get rid of the curl completely.

For CT, it is argued that a lot of different things cause fin curl -- hard water, lack of sunlight, genetics -- nothing is for certain so there is no real answer as to how to fix the fins.

As long as they are healthy with no fin rot, I wouldn't worry over much about the curl.  It is not something that is harmful to the betta and is only cosmetic.
