top level swimmers

I need help finding fish that will not jump but are top level and will get along with my angels and phantom tetras

Most surface dwelling fish jump because they live up the top of the water column. If something swims up towards them and attacks them they have nowhere else to go except up and out of the water.

What are the tank dimensions (length x width x height)?

What is the pH and GH of the water?

How long has the tank been set up for?

Do you have any floating plants?
