Tiny White Bugs

HI, i've had these white bugs in my fish tank for about 6 months and can't get rid of them. I've gutted the tank out 3 times and they still manage to get back. They multiple quite fast and i just noticed these clear egg sacks under my rocks. Has anynoe had the same problem?..i dont mind if there there, as long as they dont attack my fish!

Are they tiny shrimp-like bugs that scuttle around the sides of the tank? I had those but then we got fish (the only residents had been snails) they were gone w/in 2 days.

sounds like snail eggs, may have hitched a ride on any new plants.
Clown loaches or south american puffers love snails and clear them up fast.
Had a problem one time and got clown loaches and they cleared them up. Never had any again since.
