My ADF and betta lived happily in a 5 gallon Fluval Chi for a month. Recently, my betta has started nipping my ADF every time he eats. I need to move my ADF (african dwarf frog) to a different tank, that is small and compact. Is the marina cubus a good choice??????

Imo 3.5 litres is way too small for a Betta, by the time you add substrate & plants it leaves very little room for your fish to swim & be healthy & happy
Save up & buy a bigger tank, at least 20/25 litres minimum

No that is to small for long term, might be okay temporarily to save your frog from the betta but save for something better.

I'd also say 3.5L was too small for the frog long term. If you want to keep the frog, I'd get another 5 gallon tank or so and get a couple more. Alternatively, you could offer it on here or to a LFS that you trust to give it a good new home if you feel you are unable to keep it.
