hi i am geting a 2nd hand tank do i need to do the cycle it isnt a new filter 2nd hand as well

If the filter is not currently being used then any bacteria that was in it will be dead and in this case yes you will need to cycle. If the filter is in use and you can get the tank home and set up fairly quickly with the filter then no you wouldn't need to cycle.
