The Dang Brown Algae Is Coming Back!

As some of you may know I emptied my 10g and replaced the gravel and plants but it seems to be coming back on the gravel! What can I do? I moved the tank to a different place, I keep the tank light on 6-7 hours a day during the week and its on about 10 hours on the weekends, it gets no sun light at all. So what are some possible causes so I can get rid of the cause because I really don't want to keep replacing the gravel in plants (it will get expensive to do so). So what can I do?
 
No live plants in the tank. Last time I had it checked it was like 15 or 20 I believe. Is that bad? But it may be alittle lower since I replaced the gravel.

Thanks for link a.i.m. So how many ottos would you guys recommend for my 10g? Is there a way to tell an otto from a CAE or SAE? Because I don't want a CAE.
 
could be phosphates I had this in my cold water it was really really bad till I did a test and it was over 5mgl, got some phosphate remover in and now over 2 weeks and now it's around 2.5-2.0 mgl
