Tetra's In Need Of Help

I had six neon’s but one went belly up and got the royal flush, now the rest of the neon’s seem to hide, I know they like a bigger group as possible and I was think of getting some penguin tetra's, so will these 'bond' with the neon’s as a group or will they stick to there own kind?

Just one other thing my water is quite cloudy even after a water change. (Yesterday) is there any thing I can do to sort this or am I doing some thing wrong? I have put the de-chlorinator in and also some white spot (this is the second one) would this effect the water?

Any advice would be most appreciated.
 
What size tank is it and what are your readings for ammnia, nitrite, nitrate?
 
it's a 2ft tank my nitrate and a nitrute are low <.03 i think. not sure about the ammnia i need i new tester. all the other fish seem fine just the neon's have gone shy with lack of numbers
 
When you go the lfs next, buy yourself a master liquid test kit as this will help you check your water on a regular basis.
If there is nitrite in your water, then your neons will probably be suffering because of it.
Do a 25-30% water change to help bring the nitrite levels down.
What other fish have you got in the tank?
 
2 sailfins 4 tiger barbs and 2 cory cats and a plec. i have just ordered a new testerkit so that should be with me in a day or so. i do regular water changes once a week. to try keep the water in a better condtion.
 
It could be that your Tiger Barbs are scaring them as they are an aggressive fish. You could try upping your Barb numbers to about 6-8 as that will ease the aggression.
 
the barbs don't seem to bother the tetra's that much at all, they seem to swinm around together josling for their own pecking order. i know the tetra are insucrue with low numbers, before they would be all togeather now they seem to be alone all over the tank. thats why i was thinking of upping there numbers.
