Terrestrial Plants Sold As Aquatic Plants

I have read about the practise of some shops and companies selling terrestrial plants as aquatic plants in several places on the forum and would like to know if anyone has any further information on how this conspiracy came about. Was it one big firm selling these fake aquatic plants to independent shops all over the country or  was it different companies or was it the shops themselves?
 
I am sure some of you in the business must know more about it. I definitely have been a victim of this fraud in the past myself and would like to research how it came about.
 
In big chain stores like Petco/Petsmart they label their plants a semi/fully aquatic. You have to look over the package a bunch to find it though.
 
That's true... many of these plants are good for 'ponds' because they can grow out of the water and like their roots in a 'bog/marsh'... and will work short term in a tank.  But, eventually will rot.
