Tap Water And Bacteria

When I do water changes every week I fill up my 5 gallon bucket with tap water and put my dechlorinator in it and then throw the water in my tank. I only wait about 20 seconds for the water to dechlorinate. So obviously not all the water is getting dechlorinated right away. What I'm wondering is can this chlorinated tap water kill established bacteria? Thanks in advance. :D
 
As long as your using the correct dossage of dechlorinator all the chlorine is neutralised instantly on contact with the chemical.
