So I have just got one of these heaters for my quarantine tank and no instructions at all come with it. It has a minimum water level mark but nothing saying it can be fully submersed. Anyone have one or know if I can or not? Their website wasn't very useful, not hardware on it at all. Need to get my quarantine tank up and running asap so please help me :)

If it has a minimum line but no maximum line, I'd say it's completely submergible. I don't think there are many heaters (none which I've seen) which can't be submerged. I don't know for sure, though.
 
internal filters are usually fully subersible. if you can remove theplastic to where the cable goes in, you'll see its full of what looks like glue sealing it. if you cant, id try it in a bucket first, to be on the safe side
