I am wondering if a betta would harass or eat aquarium snails, shrimp, frogs etc? I know they don't get on great with fish, would this be even catfish? Or does it depend on the fish's personality?

Otocinclus can be kept with Betta under the right conditions, Plecos are debatable but with plenty of cover i personally think it is safe.
 
cories can be kept with bettas. Basically, if the other fish has colourful flowy fins, it probably won't work, because the betta will think it is another betta fish and will attack. So there are lots of different fish that can be kept with bettas
 
Yes, as long as your other fish lack colour, they'll be fine. Rascal, (my female) will not attack my whiteish dalmation baloon molly Dezzi. However, she does attack my black one Othello. I believe its a color problem. Therefore, get muted colored fish.
