Some people say when approximating the amount of fish you can put in a tank is 1" of fully grown fish to every gallon. I personally use a factor of 2" of fully grown fish per gallon.
 
Why just stick with neons??
With a 40 gal you can have a quite of an array of different tropicals

I'm new so could you give me a close estimate?
I have no Idea,i'm just ate up with neons. :hey:
 
If you decide to go with a single species neon tank, I would not hesitate to add as many as 60 to a 40 gallon tank. The inch per gallon guidance is intended for larger fish with a higher bioload than neons. the gives you some leeway to stock neons at around 1 1/2 inches per gallon. Do please be aware that neons are notorious for needing a mature tank, not just a cycled one.
 
You're pretty safe to go with at least 40-60 neons, but too many will look too much, and less is more as they say, you could go with a biotope style set up, a tank with a pair of South American cichlids, a shoal of Neons and a shoal of Corydoras would look fantastic.

the full rule is: 1 inch of linear fish that does not exceed 3" and is a "striaght" fish (like a neon, barb or guppy, NOT a discus, angelfish or anything exceeding 3" inches in thickness) per gallon of water.

then again neons barely reach the 1" mark so yeah id stick with everyone else, around 40-60 neons would be fine.
 
I think you should do closer to 30 or 40, it will be much easier to keep them healthy if the stocking is a little lighter, and you may want to account for some decorating space unless you were planning on a bare tank. I don't believe in rules of thumb in any way, I believe in assessing the needs of the fish and monitoring your tank, making sure you can keep up with waste and nitrate buildup.

Also, IMO the tank crammed with neons will look like a fish store tank and for 50 neons to really look nice in an aquarium it requires a long tank in which the fish have space to school, and swim back and forth as a school, so that's another reason I wouldn't go with nearly so many, and would substitute in a group of corydora cats, or smaller loaches like zebra or chain loaches to have a bottom dweller as well.
