Sorry to say, but he isn't. It IS a very blurry picture, but from what i can tell, his bars are black?
His head is too flat to be an altum, they usually have much more sloped foreheads, as well as more up-ward pointed snout. His gill cover typically dips too far at the bottom. Altums usually have rounded gill covers. They also have longer caudal fins. It is not an Altum, nor Leopoldi, therefore he must be Scalare. As you probably know, there are many variations of it, and yours seems to be the often mistakened 'Peruvian Altum'. It could however, just be the most common scalare.

"Peruvian altums" are not Altums they are a Scalare
they come from the Rio Nanay, just outside of Iquitos, Peru.

as to whether or not yours is an altum
I feel that will remain debateable for much of
this and many other threads.
