I have been searching for this for quite some time, and just today found Blue Ribbon Clear Ammonia, By Rooto Corp. It is carried by many True Value hardware stores. I called the company, (strangely, there were no ingredients listed, just "no phosphates added") It is water and ammonia(3% by weight) with no surfactants. This product is also available for a fairly low price offline, and I figured I'd spread the word. By the sound of it, I'm not the only one that struggled trying to find surfactant free ammonia.
