Super Low Light Tank Need Suggestions

Hi :p

I have a 30 US gal tank (30L x 12W x 19H) with only a T8 tube *15 watts... 0.50 wpg, im towards the back end of a fishless cycle.

I currently have live plants (sorry impluse buy :no: ) :

2 aqua ferns
1 argentine sword
1 kyoto
1 wistria
1 umbrella plant
3 pieces of floating driftwood balls covered with a unknown green moss.

the floating moss balls and aqua fern seem to be ok, but all the rest seem to be slowly dying. I've had the plants for about 3 weeks now.

i've researched a lighting upgrade but i just cant fork out any more cash just yet. and i really dont wont to get Co2

so my questions would be....(i.e what can i get away with and still have heathly plants)


1. what plants can i grow in my tank, if any?

2. all my plants have a whiteish film or spider web looking stuff attached to them any ideas on what this is? and is it bad?

3. I was thinking about keeping the moss and ferns and adding some fake plants, good idea?

i really love the look of live plants and have super low light... also i'm not looking for fast growth just want healthy plants for my fish,

i've read about java moss being able to grow in low light is this true?

sorry P.S.

I have approx 2" of sand and all the plants (except the floating mos balls) are planted in the sand...is this bad or good...if bad what plants need to be planted differently.
