I would not. Angels are semi agressive plus they won't be able to stand the high temperatures necessary for discus. Discus you can mix successfully with tetras (mostly neons are used for this) and corydoras sterbai for instance.
 
90 liters isnt big enough for discus and not really big enough for angels either but depending on height it might be okay. But there are better choices for your tank.

neon tetras with discus really i thought neons liked temps no higher than 27c anyway 90lts is too small for both discus and angels maybe you could try gouramis or dwarf cichlids
 
the height is only 15inches, and have rechecked the volume. Its actully 103 ltrs.

I have a 4ft that im turning into a south american bitope, so what to try something away from dwarf cichlids and tetras.
 
Angels need 18" of actual water depth (excluding sand/gravel), so they really are out of the equation for tyhe tank you have in mind.
