Substrate Question - Starting Over

i'm about to resurrect my 72" tank and i plan to try and keep live plants this time (with general medium sized community fish). the tank is 18" deep and the lighting will be provided by 1x24", 1x36", 1x48" life glo tubes

My question is re the substrate - currently I have a silver sand only base, averaging around 3-4" depth. Can anyone offer any advice to whether this would be suitable or should I replace with gravel or just add something to act as a soil/fertiliser. I have been told that a half inch layer of regular sphagnum moss compost (or similar) under the sand would be beneficial - any comments/advice please.
