Substrate Dust And Bio Spira

A few questions...my tank has been sitting for a few days, just stabilizing itself. I washed my flourite, but there was still some cloud and that cleared up, but whenver I move it around to plant, dust that is sitting on top creates another cloud...is taht normal? And, I have a big plant order coming in within 2 weeks, but I also have my Bio Spira sitting in the fridge ready to be used. Should I add the Spira then add the fish later in the day soon so the Spira doesn't go bad, or would i Just bne best waiting for the plant order then starting it all off...thanks.
