Strange Patches/growth On Phantom Tetra

10 days ago I noticed one of my Phantom Tetra's had some strange dark patches on it. I thought it might be fungus so I treated the tank, but it hasn't helped matters. The patches protude from the body slightly, and one has a small white dot sticking out of the middle of it (visible on the left side image near the base of the anal fin). The fish still eats but seems a little twitchy and has gone quite pale. The patches can be seen clearly on both sides. Now I've noticed one of the other Phantoms has a very similar growth, only a little larger and concentrated around both sides of the base of the tail, with at least a couple of similar white spots (like the first it's still eating, although this one's not gone pale). The other four Phantoms are fine, but whatever it is I'm worried it might spread further.

The tank's cleaned out weekly with a 15%-20% change, last time I checked ammonia, nitrate and nitrite were fine, with a pH leaning towards alkaline (7-8ish). Temperature's 26 degrees, there's a very low concentration of salt (5 tablespoons for the whole 120 litre tank). I've had a fair bit of algae growing lately, and a few days ago there was a milky white bacterial bloom that cleared up in a couple of days. There's snails in the tank, along with Glowlights, Platys, Harlequins and three catfish, all of whom seem to be fine. I added an old piece of bog wood several weeks ago, nothing since then.

What colour are the patches on the fish.
Any signs of flicking and rubbing against objects in the tank.

They're the dark brown patches that can be seen on the pic running along the top of the anal fin, culminating towards the front of the fish with the large patch and white dot, and below the dorsal fin. The patch growing on the tail of the other Phantom is very similar but tends towards darker grey rather than brown, and sticks out further. I've seen neither of them scratching, the only behavourial difference I've noticed is that the one pictured has got a bit "quieter" than the others - it tends to keep itself to itself now, though it's not fin clamping or anything (in fact the one with the growth on the tail still displays).

I've got a hospital tank, though at the moment it's got three Lamp Eye Panchax in it - when I got them they turned out to be the Upside Down Catfish's preferred snack. I'd prefer not to move them back just yet, though they have grown so fingers crossed they'd be OK. Today's clean out day, I'll re-salt the tank.
 
Brown patches can be velvet to columnaris.
Columnaris will look like a fluffy brown colour.
Velvet will look like a brown varnish on a fish, or a golden velvet dusting.
The white spot in the centre does it have a redness to it,.

I would turn tank lights out and shine a torch on the fish to see if you can see any golden patches glow up.
