I have small gravel as my substrate can i clean it and put sand over the top of it to get it to about 3 inches ??
 
I've heard that gravel can move up through the sand, not entirely sure though.
 
Pablo's right; the sand always ends up underneath.

You could either take some of the gravel out with a colander/ice cream tub, something like that, or push all the gravel to the back and round the plants, and then add the sand in the front.

They will mix a bit, but you can easily move the gravel back every now and then with a sieve that leaves the sand where it is :good:

Depends how much gravel you have, really.
 
If you mix sand and gravel, you are on your way to making the mix of particle sizes that form an almost concrete like surface on a gravel road. What happens is the sand fills the tiny spaces between the larger particles and forms a far denser material, almost like a solid rock. Use either one separately for your fish.
