I am confused about advise whether my tank is fully stocked, overstocked, or...

29g, light - medium planted,

8 neons
4 cochu's blue tetras
4 yellow skirt tetras
2 black skirt tetras
3 peppered cories.

Sometimes I feel my tank is full, sometimes it looks about right, and then it looks pretty empty... lol.

What's your pitch?
 
8 neons = 8 inches
4 cochu tetras (I've never heard of these, but 2 inches per fish sounds reasonable) = 8 inches
4 yellow skirt = 8 inches
2 black skirt = 4 inches
3 peppered cories = 9 inches

A total of 37 inches. The general rule is one inch per gallon. Definately wouldn't add anymore fish. Keep a close eye on water parameters, and the overall health of the fish, as you are technically overstocked. I think with regualr tank maintence, it would be ok.
 
I'd be inclined to say you should be ok long term with your current stocking but it is a bit higher than some would advocate. As long as your tank parameters are under control with your maintenance regime you should be fine.
