Swimming space may be a problem for Tetras then if the tank is only 16".
Have you considered having two or three shoals of nano fish or have you got your heart set on Honey Gouramies and Guppies?

nothing is set in stone, id quite like a few shoals, could i have 2 smaller shoals and some guppies or gouramis?

Smaller shoals like Microrasbora would possibly become a snack for the Gouramies and Guppies, so it's best to decide whether you keep one or the other.
Smaller species include:

Microrasbora kubotai
Boraras maculatas
Endler's
Galaxy Rasbora
Dwarf Badis (dario dario)
Green Neon Tetra (Paracheirodon simulans)

The problem is finding them fully grown. Most shops have them in as juvenilles, so the Op would have to wait a long while before adding the Guppies/Gouramies.
