Stocking A Funny Sized Tank

I had planned to set up one of the ten gallon tanks I have as either a pencilfish tank (8 Nannostomus marginatus and 6 Cherry Shrimp) or a shelldweller tank (3 Neolamprologus sp. [1m 2f]), but I recently came across an unusually sized tank that caught my eye. It's 30x8x8 in inches (LxWxH) which comes out to about 8.3 gallons or ~31 liters. I was wondering if I could stock this tank the same as I would stock a standard 10 gallon (20x10x12) because it has 40 more square inches of floor area (I often hear people say one of the most important factors in stocking is floor area). Also, I feel depth won't be a problem because in either situation the tank will essentially be a species tank.
 
Yes surface area is more important than actual gallons. So yes, stock it similar, you might be able to get 4 more or so pencilfish.
