Stocking A 60L

My 60L aquarium will be arriving on Tuesday, and I would like some stocking suggestions

These are a few fish I am interested in:

Cherry barb,
Otocinclus affinus,
Neon tetra,

Okay I can't think of any more

Any suggestions welcome

I'm also deciding wether to have a solid flat slate base, or do an avatar theme fish tank

the flat slate will be easier to clean, so i'm liking that idea
