Not too much, but count them as at least half a fish ie. count two half inch long shrimp as one inch of stocking. Remember in a 5 gallon tank you should have between 5 and 10 inches of fish length not including tails. The 10 is the max, and that's if you have good filtration and add the fish slowly.
Shrimp don't add much to the bioload but don't make the mistake of forgetting about them, or of counting them as cleaners and forgetting that they also need feeding and space.
4 otos + 1 adf + a few shrimp would be good.
