Sticky Tape?

Um im not sure this is ok or not but i was wondering if i could use that clear sticky tape to hold down my silk plants in my betta tank.

Probably not... You'll find it won't stick for a start... You could use plant weights maybe? Or aquarium safe silicone sealant to stick them to stones and then put them in the water maybe.
 
Noooo to sticky tape, bury them in gravel, or weight them down with rocks, or silicon them to the bottom of your tank are your best options IMO.
 
The plant weight idea is an excellent one! There are also some aquarium safe two part epoxys that will work if you want to fasten the fake plants to something. (Silicone sticks adheres best to glass and I think has a longer drying time than epoxy) Depending on what kind of substrate you have and how deep it is would also kinda determine what would be best to use. If you have a thinner substrate I would use just some small squares of plexiglass. (Sometimes you can get left over bits for free at a framing shop)
