can someone cycle there tank using a sponge filter? with live plants from another tank?
 
Well, yes you can, but only a limited amount of bacteria will live on the sponge. Depending on your tank size and bio load, you might need a lot of sponge filters.

If you want to cycle the tank, it is best to do the fishless cycle.

Plants will add virtually no useful bacteria at all. What you need is sponge filter material and some gravel from an established tank. Otherwise go down the fishless cycling route mentioned.
