Sos Please Help

I have a neon tetra that floats around upside down and motionless then starts to move normal. When motionless I can see his gills moves.

I'm afraid that doesn't sound good.
 
Are there any other fish in the tank? How long have you had the tank, and how big is it?
 
Do you have anything at all to test the water? If not, you should do a large water change, making sure the new water is warmed and dechlorinated.
