Somewhat Of A Disaster

Hello everyone. First off, I come to this forum in need of help... I own a few Blood parrots in my tank(well not exactly mine)

One of them has this crazy looking bump on it's face. I'm not exactly a fish enthusiast or expert of any kind.. but this is making my mom worry(she actually owns the fish.. so yeah). She bought some medication as given from the fish shop. So meanwhile, while waiting, I was wondering if anyone knew what kinda illness or disease this might be.. I have 3 somewhat clear pictures of the subject.

1. Water parameters. (ammonia, nitrate, nitrite, PH, temp', Hardness etc)
2. A full description of the fishes symptoms.
3. How often you do water changes and how much.
4. Any chemicals and treatments you add to the water.
5. What tank mates are in the tank.
6. Tank size.
7. Finally Have you recently added any new fish?
