I have just bought 4 assassin snails to deal with the snail infestation (carried in by live plants presumably).
My question is, do I include them when calculating tank occupancy?
I have 8 neon tetras, 4 harlequin rasboras and two male dwarf gouramis in my 60 litre tank. Have the snails made it overcrowded?

If you're very anal, yes. Personally, I wouldn't if there's only a few but if you've got a full on infestation then it'd probably be best to do so.

Thanks. I have another tank, a 37 litre with a Betta Splendens and two peppered cories so I'll move a couple over when they have got the problem under control. Yes, it's a bad infestation. I tried the lettuce leaf trick which caught a few but they are multiplying like crazy.
