Silly Question About Nutrafin Plant Sticks

Just bought these and when I opened the packaging I found that each stick had a plastic shrinkwrap around the centre of the stick. I'm going on the assumption that this should be removed before sticking into the tank. (dumb I know but there's nothing on the packaging that mentions removing it!)

iv used them before, never noticed the shrinkwrap though, i just popped them in, when ever i removed them the roots used to be all over them so recon the plants must have liked them.

The only thing that should be placed inside the tank is the black plastic casing that holds the nutrients in - nothing else.
