Silicone Falling Apart! Beautiful Piece

so i built this beautiful center piece for my stingray tank, and after about a week, it is falling apart. i follow all instruction from others whom have posted on here about silicone, etc. but it seems like the silicone is not holding after a week.
 
i have the ricks that were sheets of a type of mosiac tile that was used, but all natural stone. i cut the panels to shape, and adhered with 100% "aquarium safe" silicone. attached is picture of silicone.
 
i used about 5 bottles.  the rock is attached to a plastic corrgorated board, which i have used in tanks before as sperators, etc.
 
please advise why my rocks are falling off! the close up pictures show the area where the rock is falling,.

Your problem is that silicone is a sealant, not a glue.
 
You'd do better using either a pure cyanoacrylate superglue or a two part expoxy.
