Sick Oranda

I posted recently about my oranda (aobut 1.5 years old) being a bit listless and doing a lot of sitting on the bottom of the tank with his fin up (seeming ok but I was worried as was out of character). This has been going on since we moved house about 2 months ago.

This mornign we found him floatin nose down next to the filter, then he went to the other side of the tank and did it over there too, and he has been sitting ont he bottom a lot and hiding behind plants. He is v listless and I am very worried.

The tank is set at 22 degrees heat and the water stats are all fine.

Does anyone have any ideas? I think it might be swim bladder related due to the weird floating but I have not seen any trailing poo. He is fed on a couple of soaked flakes most days and gets some vegetables at least once a week sometimes more. Thing is he is not even trying to swim much, he has been sititng on the bottom of the tank more and more often sice we moved - could it have something to do iwth different water?

Any ideas? I have some melafix - is it ok to use some just to see if it helps (someone posted beofer saying it mad eteh fish feel really good).

Edit - I have just put in a pea and he seems to have perked up a little and is swimming round to get it. It seems like swimming is a bit of an effort for him. I also noticed what looked like a clearish whiteish poo in the tank??
 
What size tank do you have him in?
Is he by himself?
How often do you do water changes?
How often do you feed? Are flakes the only thing you feed?
 
He is about an inch in body and is an a 10 gallon tank by himself. Water changes are about once a week. He gets 1 or 2 soaked flaked most days and some vegetable (boiled corgette, pea, or occassional cucumber) at least once a week.
